Social Welfare Centre Elderly’s Home, Shankarcharya Muth and Parking Area of Pashupatinath
Area



A student of MPhil 2017- KUSOM visited Shankaracharya Muth, Social Welfare Centre
Elderly's Home, and various private business nearby Pashupatinath temple like pilgrim shop,
flower shop, restaurant, parking area. As a part of qualitative research we observed different
places closely and interviewed with concerned authority to learn about its objective, management
style, financial management, and its HR policy. I documented my learning in the form of this
report.
The main objective of the field visit is to study about financial management, Human
resources management and general management of the parking area located in the Pashupatinath
area. Field visit is schedule to collect general information of elderly homes and Shankaracharya
Muth. Another objective of the visit is to practice participative observation and interview in the
field. During a visit, the methodological advantage of the participative observation and interview
is analyze in the given context and time to get an insight of participative observation and
interactive interview.
Social Welfare Centre Elderly’s HomePanchadeval Pakshala, renamed as Social Welfare Centre Elderly's Home in 1977 A.D
was established in 1882 A. D in the regime of His Majesty Surendra Vir Vikram Shah. It was the
only one Elderly home which is operating under Nepal Government. Till the date (June 24,
2018), total 170 elder people are staying in the Elderly home. Among them 95 are female and 75
are male. The total capacity is 230.
The Pashupati Briddhashram is managing by The Woman, Children and Social Welfare.
People who are willing or helping other to admit in the shelter need to follow detail procedure
and must submit relevant documents.
Nepali citizen certificate: age should be above 65 years.Recommendation letter from the Municipality/ VDC which must state he/she is orphan,
doesn’t hold any property under his/her name, and no one close family member to care
him/her.
He/she should submit an application requesting for shelter to the Ministry of Women,
Children and Social Welfare.
Application will be reviewed, if rejected notice will be send with reason. If application is
accepted, they will check whether there is vacancy or not. If yes, person will be informed
and provide permission to live in the shelter. If not, person will be informed to wait.
We were welcomed by foul smell and old entrance gate of the old age home. I observed
different places of Elderly’s home namely Gate Entrance Environment, elderly home inside
environment, Kitchen environment, waiting room environment, sleeping room environment.
Gate entrance environment was not pleasant. There was a bad smell of toilet and garbage
outside. After entering to home, a big poster is well displayed in front of entrance door
stating detail procedure to donate money. A step wise process appeling visitor/donor to

3donate money in the name of Eldery’s home. There are a lot of flowers inside, smell of
flowers and foul smell of garbage stored in the side of the gate gave different mixed feeling
to me. On the right side of the gate there is a big kitchen where 5 items food is cook twice
daily for 170 elder people, a big dining hall which is so clean and well managed, a lot of
smile of elderly people give good feeling. On the left side there is big space, rest place for
elderly people who not able to move their body part fully. While visiting inside, I was
welcomed by grandmother of around 80 with Namaskar along with big smile. I am very
happy to visit there. A lot of big smile, and they seem to be very happy in the home. We
interviewed with manager of the old age home. He discussed on services available on elder’s
home:
Health care Facility: There are currently two nurses working full time in the small office
inside elderly home. One nurse was appointed 16 years ago and till date she is serving
continuously. Her voice is so pleasant and soft. Remembering her beginning date, she
said it was very hard time to deal with old age people. It is very difficult task, as time
went on she learned to deal with love and care. She said that she loves to work here
because she can help and able to bring smile in the elderly peoples face who are helpless
and thrown by family member and society. For detail interview, please check annex I.
New clothes: As per him, all the elderly people will get two new pair of clothes, once in
the Dashain and once in the winter session.
Bhajan and Kritan: In the premises, Elderly home management arranging bhajan twice
a day. During our visit we were welcomed by the good singing voice. There were 15- 20
grandmothers and only 3 grandfathers attending on bhajan of Shaibaba. Among them
some are regular visitors.
Funeral rites facility: In the coordination of Nepal Police and Local club, Pashupati
Development Trust management performing funeral rites of death people according to
their caste. In the Ashar month of every year management celebrate death anniversary of
people as per Hindu religion.
He highlighted all the positive aspect of the old age home and activities happening to improve
old age home facility and environment. An article published in Himalayan times by Satyal (2017)
stated “The elderly home at Pashupati does not even have the basic facilities envisioned by the
Elderly Home Operation Internal Procedures issued by the government”. During the observation,
researcher felt same in some places like foul smell in entrance gate, in the bed room environment,
toilet and sitting area is not upto standard prescribed by the authority of government.
Shankaracharya MuthShankaracharya Muth which is under the management of Mahesh Sanyash Ashyam is
philanthropic organization operating in the premises of Pashuatinath. According to Yubraj
Dahal, management member of Muth said, the main objective of Muth is “to protect Hindu
religion”. It’s about preserving and strengthening unity of the society. The Muth is partially
supported by the government through providing four professors to teach in school in the parent
organization. According to him, there is no any income source as such, pilgrims donate some
money as their wish, earning some revenue by selling translation Book. Bhajan and worship is

4done twice i.e. in the morning and in the evening and everyone is welcome for puja. The place is
well managed and clean. There is a large space where around 100 people can enjoy bhajan and
kirtan. I had good experience to be there for around 1 hour.
Traffic Management system at Pashupatinath PremisesThere are two parking areas located at south of the Pashupatinath temple, which are
managing by a local club. With coordination of Gaushala Police, Pashupati Development Trust
and local government they are maintaining and providing service to the pilgrims. It is managing
by Pashupati Shirjansil club, a local club managing all the activities of the parking area.
Interview with Parking StaffDuring a visit, 30 minutes interview was conducted with staff in the nearby entrance gate.
Based on semi structure questioner and with prior approval of staff I interviewed him. In order to
get trust from him, researcher showed student ID card. Then after (with smile) he was fine to
answer some questions. He is being with local club and working for 12 years. He doesn’t have
any past experience about traffic system. He worked for Pepsi Company for 6years. He further
clarified with big smile about the objective of club.
The objective of managing paid parking facility in the Pashupatinath is to collect revenue
to celebrate local festival like Gai Jatra, Indra Jatra, Ghode Jatra etc. Partial revenue collected
spend to preserve their festival.
Financial Management and Transaction: All the revenue of parking area is managing
by local club and Pashupati Development Trust. Among the collection, 60% is for PDT and 40%
for local club. Among 60%, they spend 20% to celebrate festival like Gaijatra, Indrajatra,
remaining 40% spends in salary and other maintenance activities. Staff provide bill to all the
customer. All the financial activities of the parking area is managing by Club and PDT.
The parking fee is display in the side of entrance gate. All the parking charge is for whole
day. There are different price scheme for Tourist Bus, Motorcycle, Taxi. All the foreign tourist
bus is charge Rs.100, Motorcycle, Scooter: Rs.10, Taxi: Rs.20 and Car: Rs.20. Financial
transaction is monitoring by local club. Staffs provide ticket to each customer and later in day all
the balance is use to deposit in the club.
Staffing Management: All the employees are appointed by the club. All the people who
are living under ward no. 8 of Pashupati area is eligible to apply. There will be no any vacancy
announcement. If there is any vacant, club will identify and appoint. There will be no any
prescribed holiday, if needed they need to maintain among three. Currently there are three
employees to maintain one parking area of Pashupati.
Employees monitor all the parking area, collect fees and provide bills, direct and support
all the customer. All the parking area is managing effectively. Parking area open early in the
morning from 6:00 AM to 7 PM. Three staffs maintain their duty as per their understanding.
Each staff have their own ID card. However, there is no any dress code. Club build one small
cottage room for the staffs to get rest in the day. To have lunch, they cooperate each other and

5goes one by one. They will get tea and snacks at near shop which is provided by the club. One
staff collect money from the south gate from the small vehicle and other staff collect money from
north gate from the car and big bus. There is well separation of roles and responsibility. One of
the staff is used to support other staffs by maintaining traffic.
Customer relationship and feedback: He further explained his experience at this job.
He got appreciation from many customer and sometime harassment from the customer.
Especially he cited most of the journalist does not show their ID but argue to provide discount/
free park. They never support us. Further he explained challenges of parking area, it will be
difficult to maintain traffic system in Ashar and Shrawan month due to the heavy rain. There is
no proper facility of the draining system thus it’s very difficult to manage traffic in that time.
Management knew it but not able to make and execute any sustainable action.
It controlling traffic management of the pashupati area. Pashupati Development Trust ban
vehicles to enter in the premises. In one prospectus it is very good initiative but there should be
some privilege for the local people. An article published in inheadline newspaper on Dec 26,
2017 covered interview of the local people and priest of the pashupatinath temple. They
collectively stated that, local people and emergency vehicle need to be allow to enter
pashupatinath area in emergency and in prescheduled time. Traffic management is implemented
to make the temple complex free from traffic chaos and air pollution.
Participative observation in parking area:Schensul, Schensul and Lecompte (1999) suggested things to do while conducting
participative observations. Researcher need to take note on demographics characteristics,
physical map of the setting , description of surround environment, timing and place of the
observation, object placement. Based on my observation, in the paid parking area, I prepared my
observation record sheet as below

and not well managed.
Parking area need to be fully utilized. There
is lack of proper planning. Parking area is
not plain thus little renovation is required.
Parking area is not fully managed by the
concerned governing body. If it can be used
properly, it will address traffic jam of
Gaushala too. Authority can transfer pilgrims
shop and nearby shops to parking area to
control crowd inside.

For a first time visitor, it will be confusing.
What to do or what not to do. Whether they

will increase insecurity of transportation.
Also what allowed and what not allowed
should be stated to avoid any confusion
situation.
By displaying some of basic rule we can aware
them. Doing so they will decide what to do
what not to do inside parking area.

Parking area is so big and by seeing parking
style in the park, new customer can sense
where he/she need to park. Thus there is one
support to direct them.
It will be well managed if a poster is place that
indicate separate place according to type of
vehicle. By placing direction customer will

place but the position of the vehicles is
different. It may sometimes create serious
accident. Thus a proper observation and
direction needed from duty man to all the
customer while they park.

Entrance and Exit

It helps to control flow of vehicle and able
to manage effectively. Bus and private car
must exit from north gate. Motorcycle can
be exit by south gate too.
Again customer is confused where to pay

the customer asked in front us where to exit?
Thus to address those challenges, a clear board
stating all the basic thing is needed.
Availability of

to park well.
Employees are well placed and they are
doing their job by giving bill after receiving
parking charge. Being at parking area for 30
minutes, staff well behave customer. All the
smiling faces support people.
There are adequate number of employees.

User gender
profile
During half an hour observation,
there were 5 motorcycle and 2
scooter parked, 4 motorcycles and
one scooter exited. Only one car was
parked. Among them 9 males and 3
females.
There is low flow of traffic even in
Saturday. May be it’s due to the late day
visit. Only on Saturday morning and
Monday traffic is usually high.
Parking area is underutilized and free area.
Thus local club can open service center inside.
That provide an opportunity of new business
model and able to provide more service while
they park. It saves time of customer and
increase loyalty.
Facility available No toilet facility.
No drinking water facility.
No security in the night.
No liable if any loss and damage in
the vehicle.
It is very hard for the customer when there
is no toilet. Management should at least
build a toilet and provide facility of water.
Most of the area is covered by medium
grass thus people use it for bathroom. It
increases disease in the area and
environment get polluted and contaminated.
There should be at least one toilet and facility
of drinking water it will improve overall
environment.


10Research Methodology:In order to reflect our course learning, we predefine research methodology for the field
visit. Before actual field visit, our professor provided brief details on how to observe, how to
take note, how to interview. I prepared semi-structure interview questioner and observation
checklist to collect further meaningful information. He further clarified researcher ethics and
required etiquette in the field.
Participative observationParticipative observation allows a researcher to examine the human behavior in the
natural context. It is about seeing and sensing subject behavior. As a researcher, prior to
observation, guideline is required to get meaningful research data.
Dewalt and Dewealt (2002)
stated prior to
observation, researcher need to consider questions which need to address, context
of the site, things to analyze, representation of participants and various strategy to collect
information. I visited three places of Pashupatinath area.
I followed participative observation as a
data collection tool: some of the learning and observation to make participative observation more
effective, researcher need to consider following points in the context are:
Position of subject/researcher: The position of object/people/place which has been
observing plays an important role in collecting meaningful data. It should be clearly visible and
distance between observer and the object should be adequate so that researcher can view small
detail too. It helps to focus on object.
During a shankarcharya Muth visit, everyone was sitting on the floor and observing
inside view of Muth. I was sitting at the back thus I was not able to visualize respondent’s action,
his body movement. I realized he was so passionate about what he was saying but I was not able
to analyze his expression.
During visit to traffic area of pashupatinath, I had to stay on the opposite side of the road
to visualize traffic flow on the other side of the road. Thus, flow of vehicles and people somehow
disturbed me to conduct effective observation at traffic management area.
An observer must select best place where he/she can observe and analyze objects in the
best possible way. He/ she need to observe it by different place/ different angle to get 360 view.
Timing in observation: Researcher must schedule his/her own time to observe subject.
Researcher wants to observe as per research objective. Thus researcher must schedule
suitable
time
to observe in which subject behavior will be seen. It will provide more relevant data.
We gathered at 12:30 pm at Shankarcharya Muth and while starting conversation with
manager, it was already around 1:00 pm. Researcher were tired after walking in the sun and dust.
I think we were not able to observe what we are intend to do. If the meeting happened in the
morning, we could see more than that. Timing at which we reached was very dull, no activity
inside and outside.
Similarly, while visiting Old age home, most of them taking rest after lunch. Some of
them were sleeping some were sitting; some were preparing vegetables to cook. Thus

11environment was not very active. We failed to observe how they eat, how they sit in the group.
The kitchen environment and dining hall environment activity were missed to observe. We were
lucky, we got chance to observe an interesting phenomenon. In the old age if management
distributing any food in the day, they rang big bell then everybody gathers. Their expression and
behavior in that circumstances were observed carefully. It was all because of our timing.
Similarly, in the parking area, it was around 3:00 pm. It was a time in which there is low
traffic, low vehicle and most of the customer are leaving. Thus how staffs manage the vehicles
were clearly missed. The day was humid and there was no any interesting activity going in the
park. It would be more relevant and effective if we observe in the Saturday morning.
Time spam of the observation: The length of observation is important to get valuable
and interrelated incidents. In each places, we spent around 30 minutes which is not sufficient to
analyze and to take brief note during observation. As a researcher we should interpret available
and effective time frame to record and to interpret meaningful incidents.
Gaining consent: prior approval from the professor were taken to observe in both Muth
and old age home. Without prior approval, researcher will be on ethical dilemma. By gaining
approval in prior, they may change their own behavior and context setting. In the parking area,
we had to show ID card to take approval to be there for visit and interview. Sometime there is so
much challenge to gain trust of people to conduct observation research.
Presence of unwanted context: what you want to observe is not what you get always.
Researcher need to deal with positive or negative externalities that might affect observation.
Thus in the observation it should be removed. During Muth visit I were not able to focus on
manager conversation and behavior because the hall is big and I was more focused on observing
wall poster, and decoration. Along with that, discussion in another subject matter, movement of
people disturbed to get insights.
In the parking area, presence of children in the park, her cuteness and human flow affect
observation. As a researcher it was anticipated, thus to improve observation, observation
checklist was followed strictly. Taking it as reference, other observed phenomenon was recorded
in the notebook. Later it was reviewed and if relevant, considered otherwise rejected.
Interview:Interview is the most common format of data collection in qualitative research. Most of
the qualitative research interviews are semi-structured interview which provide an opportunity to
the researcher to reinforce and to provoke more questions based on respondent participation.
According to Gill , Stewart, Treasure, and Chadwick (2008) interviewer must prepare questions
that need to be asked to address objectives of the research. Questions should be open ended to
get more information. Further he stated before taking any format interview respondents should
update about research objective, its output and process. If needed ID card need to show and
researcher must assure confidential of the data. The following reflection was discussed being
based on interview conducted in the parking area. Researcher must work in prior before actual
interval session on time, questions, place, tools and techniques.

12Time of interview: The timing of interview impact on interview effectiveness. The
interview taken without prior schedule may not generate always valuable information. Also the
interview taken by scheduling may generate biasness results. Interview with manager of Muth
and old age home is preschedule, thus interview is well manage and they were well prepared to
explain researcher question. Interview timing is prescheduled thus researcher is able to conduct
interview within a time. Other interview was not prescheduled, thus to gain trust of the
respondent, identity card was shown. A timing of interview was good. There was no more traffic
in the park thus he was able to answer all our questions and we had good interview session. If
same interview was conducted in the busy hour, it would be hard to get same effective result
because respondent would be busy on his work.
Place of interview: The place where interview is taken affect interview result. The
interview taken at control environment and natural environment will be different. Thus
researcher must select proper interview place to conduct meaningful interview. First interview at
Shankarchaya Muth was conducted in the control environment, thus researcher can ask their
question one by one. Another interview conducted at Old age home was in open place, during the
interview researcher can observe different activities happening in the surrounding. It was
disturbing the whole interview process. Interview with parking staff taken at the entrance gate. Is
not prescheduled. Interview was taken in standing position. In the interview duration a lot of
other events were happening, people were coming for the ticket, respondent collecting money,
talking with baby. He was responding all the question but seems not participating actively in the
interview. If same interview was taken inside in the nearby small cottage, it would be more
effective. Thus place of interview plays an important role in the research and interviewer need to
create a good interview ambience.
Power of semi-structured questioner: In a semi-structured interview, interviewer does
not strictly follow a formalized list of questions. Researcher asked series of open ended questions
and do discussion to generate valuable information for the research. During first two interview,
researcher conducted without semi structured interview. Thus researcher asked and conducted
interview based on the discussion. In this case, researcher might deviate from an initial objective
due to the biasness after hearing respondent and may starts asking similar question. In the third
interview researcher used semi-structured interview by doing so, researcher was able to ask all
the relevant question and generate valuable information for the research. Thus prior work on
questioner will generate valuable information. Semi-structured questioner allow researcher to
guide interview session in the right direction.
Note and tape recorder: With a prior approval of respondent we can record
conversation. Even with recording we need to take note to verify whether all question has been
asked or not. The first two interviews at Shankarcharya Muth and old age were not recorded,
only note were taken. While preparing report, I required to relay on note which has been made in
hurry and not completed thus there is always chance to miss an important data. With a prior
approval of staff at parking area, I recorded interview session and taken note too. While
preparing report tape was played multiple times and note was used to describe respondent’s

behavior, expression and activities during interview. Thus researcher should use multiple
techniques to conduct face to face interview.
ConclusionDuring a field visit, we implemented participative observation and conducted interview in
the Social Welfare Centre Elderly’s Home (Government control organization), Shakharcharuya
Muth (Philanthropic organization), and Parking area (Non for profit organization) located in the
Pashupatinath area. In the given context and time, paper highlighted challenges and benefits of
both techniques of qualitative research. All the discussion is based on above three organization.
In the government management organization, government imposes its policy and rule to control
management and activities. All the financial aspect, human resources management, daily
activities and facility all the control by the government body. To reflect any changes in the
process, management must take approval from governing busy. It slowing decision making
process and they not able to update process as per need of the organization. In the philanthropic
organization, it devotes their resources for the betterment of the society. It’s a nonprofit, nongovernment organization. Shankarcharya muth is managing by nonprofit organization and its
revenue stream is more depend upon charity and support of the other organization. In the Parking
management area, detail study was done. It was managing by local club with collaboration of
Pashupatinath Development Trust, Traffic Police. There is well define staff management system,
financial system and clear roles and responsibility among dedicated staff.
It was great learning for the students. We practiced participative observation and
interview in the field. By doing so, I learned what should be consider before actual field visit and
during field visit. The challenges researcher faced during the field was highlighted in detail. Thus
while deciding participative observation in the research, we must visit field area before actual
research then after we need to prepare observation checklist based on our research objective. It
will helps to collect valuable information for the research. Interview is semi structured thus to
build rapport we must use different tools. Language, culture, smile are some tools I used while
interviewing respondent. The timing and place of interview plays significant role in the whole
interview process.
It was great sense of accomplishment after doing participative research and interview in
the three different organization. Thus we able to understand same techniques and tools may not
work in different organization. As a researcher, we need to work in detail to generate valuable
information and impactful research.

Social Welfare Centre Elderly’s HomeI provided brief description about why we were there and about our objective. Upon approval of
health staff interview was conducted.
Q 1: Namaste, Mam how are you?
(With a big Smile) I am good and happy.
Q 2: Are you working voluntarily or assigned by Management?
I am civil service. I was transferred here 16 years ago and working here till date.
Government pays me. I am very much satisfied to serve and to help elderly people.
Q. 3: How many health staffs are working here?
We provide 24 hours’ health service. Currently there are 2 nurses appointed. My duty is
from 10 am to 5 pm every day. Another staff comes for night duty. She was in contract. Besides
that, three doctors visit three times a week to check up ill elder people. For further treatment they
will be taken to nearby hospital as per their disease condition. For example, for eye checkup we
bring them to Tilganga, KMC to treat further.
Q.4 Are you happy with your work here?
(She smiled) At the initial phase I was very confused whether I want to be here or not. It
is so much difficult to adjust in this environment. I used to provide services to everyone but they
did not get better due to the age and chronic illness. Treating them and seeing their demise is so
much painful for me. As time went on, I used to be here. I was able to smile with them, we share
so many things and I am very much happy. I can help them and listen to them. I feel I am serving
my mother and father. I am doing what I can do. Everything is hand of god and we are in lapse
of god.
Q.5 did your family support you?
Yes, they are so much happy and coming regularly to visit.
Observation during interview
During half an hour interview, nurse said her history and purpose. She was so determined
and satisfied with her job. During an interview one grandmother of around 70 years came to ask
for Brufen. I was surprised to see nurse reaction. She is so calm and suggested her to take
cetamol instead of it. (By smiling and seeing face of grandmother) Aama first take Cetamol if
pain is not relieved you can take brufen late. After some conversation she gave brufen. While
giving brufen she said to take it after dinner. The environment is welcoming, there is poster of
god, one weight machine, one freeze, lots of medicine and one bed. A well-managed small
check-up room welcoming any ill people to get treatment by kind nurse.
